Telecommunications industry development in Iraq has been strongly impeded by the war of 2003 and ongoing disbalance in the region. Market liberalization, still, was only possible after Saddam Hussein's regime had fallen, as before the communications system had been strongly controlled by the government, and only selected people had access to fixed-line telephony, as well as mobile services. Landline telephone lines are still in deplorable condition, but the situation has changed under Iraq development program, supported by the US, and the coverage has slightly increased. However, due to the region's special atmosphere, customers prefer using mobile phones to fixed-line ones, mostly as a means to stay connected with their families. Iraqi mobile market is one of the fastest-growing in the world, but the penetration is still nearly 55%, mostly for the reason that mobile system is not fairly developed. The country is open to foreign investments and encourages the creation of new services. This fact provides healthy competition in the mobile sector and the possibility of rapid industry recovery. First licenses were issued by the country's regulatory body in 2003, and for the present moment the operator are granted with permanent ones.

The market leader in Iraqi mobile telephony sphere is Zain, former Iraqna and MTC, and its share in the market is over 50%. The company offers voice and data services as calling, SMS, MMS, Voicemail and GPRS. In its perspective Zain is going to gradually expand network capacity and attract more subscribers. Zain's main competitor is Asia Cell, which is also looking forward to further 2G network expansion and financial investments. Both operators implement GSM. Two more mobile operators are Korek Telecom and Sanatel. Internet access in Iraq was severely limited until 2003 and highly controlled by the government. Uruklink had been the sole Internet provider, a state-owned company, but when the market was liberalized, several more ISPs appeared. For the present moment Internet service in Iraq can be provided through broadband and satellite technologies, but the rates are so high that common people can't afford them. One of the most known high-speed Internet providers in Iraq is TS2. The highest speed available is 2 Mbit/s but the quality of connection is not ideal.
